Job Responsibilities:

  • Ensure payments to service providers are processed daily; Ensure that the payments are complete and accurate (invoice no, valid tax certificate is attached, all quotations and tender documents are attached);
  • Ensure that payments are made within the required period as per the PFMA and provincial resolution/directive;
  • Ensure that financial delegations are adhered to as approved by accounting officer;
  • Ensure payments must be approved as per the delegation for compliance and to curb irregular expenditure;
  • Ensure specimens signatures approved by accounting officer are submitted to E-gov for compliance;
  • Approve/authorise payments up to R500 000.00;
  • Manage the closure of financial books to ensure completeness of transactions;
  • Approve the journals for correction of expenditure;
  • Ensure expenditure is aligned with the standard charts of accounts;
  • Ensure that exceptions are cleared for successful closure of books;
  • Develop policies to enhance adherence to financial prescripts;
  • Ensure application of policies for compliance and completeness of processes;
  • Compile the standard operating procedure document for referral by the sub directorate;
  • Prepare and submit expenditure reports to stakeholders for decision making;
  • Convene bilateral sessions with stakeholders to provide guidance and advice;
  • Manage the operational plan to ensure that targets are met as agreed and required;

Job Requirements:

  • Matric plus NQF level 7/ Bachelor’s Degree in Financial Management or relevant qualification coupled with a minimum of 3-5 years’ experience in Financial Accounting environment; of which 3 years should be in a supervisory managerial level (Assistant Director Level).
  • Attention to detail, Creativity, Financially disciplined, Numerically oriented individual;
  • Analytical Skills;
  • Project Management Skills;
  • Report writing skills;
  • Knowledge and understanding of legislative and policy framework regulating the accounts payable processes, procedures and systems;
  • Knowledge and understanding of Departmental Accounts Payable procedures, processes and systems.
